BPI Hosts Consultation with PhilPalay to Address Challenges in Rice Seed Production

In a continuing effort to strengthen linkages between the government and the private sector, the Bureau of Plant Industry (BPI), under the leadership of Director Gerald Glenn F. Panganiban and Assistant Director for Regulatory Services Ruel C. Gesmundo, conducted a nationwide consultation meeting with the National Rice Seed Growers of the Philippines (PhilPalay) last April 4, 2025, at the NSIC Conference Room, San Andres, Malate, Manila.

The event brought together over 50 seed growers from across the country, participating both face-to-face and virtually, reflecting the Bureau’s commitment to inclusive and accessible policymaking.

The consultation was organized to address emerging concerns and pressing challenges within the rice seed industry and to chart a path forward collectively. As the demand for high-quality seeds continues to evolve due to climate change, shifting market trends, and modern farming practices, there is an urgent need for a more unified, science-based, and farmer-centered approach to seed production and regulation.

Director Panganiban emphasized the importance of grounding policies in the real experiences of Filipino seed growers. Assistant Director Gesmundo likewise reiterated BPI’s commitment to empowering local producers through support services, training, and collaborative planning.

Throughout the discussion, growers openly shared insights on seed production issues, market access, and recommendations for a more efficient and profitable seed system. The dialogue fostered mutual understanding and set the tone for stronger cooperation between PhilPalay and BPI in developing long-term strategies.

This event is one of many efforts of the Bureau to promote participatory governance in agriculture, where stakeholders are not just beneficiaries but active partners in shaping the future of Philippine farming.

This meaningful dialogue reflects BPI’s continuous efforts to build a resilient, inclusive, and high-performing rice seed system, one that supports both farmers and national food security goals.
