The Sectoral Meeting on the Harmonization of BPI Infrastructure Forms and the Constructors Performance Evaluation System (CPES) was held on January 21 and 23, 2025, at the BPI Library, Information, and Computer Section. The meeting aimed to improve the processes and guidelines for agricultural infrastructure projects under the Department of Agriculture.

On January 21, Engr. Peachie B. Melendez from the Philippine Council for Agriculture and Fisheries (PCAF) led the discussion on the Constructors Performance Evaluation System (CPES) activities, followed by Engr. Ronald Melvin R. Rosas from the Bureau of Agricultural and Fisheries Engineering (BAFE), presented the Joint Memorandum Circular No. 04 S. 2021, outlining guidelines on utilizing Engineering and Administrative Overhead (EAO) expenses. Presentations from the Procurement Management Section, Accounting Section, and Property Section provided valuable insights on procurement preparation, billing requirements, and project completion checklists, respectively.

BPI Director Gerald Glenn F. Panganiban, Ph.D., echoed DA Secretary Kiko Tiu Laurel’s call during the recent DA ManCom meeting: to boost production with no excuses. As a world-class, resilient organization, BPI draws its strength from the unwavering dedication of its employees and the strong collaborative efforts with partner agencies like PCAF and BAFE, whose innovative ideas and projects drive agricultural development forward.

Director Panganiban also proudly shared that the legendary Maria Orosa, a true heroine, once served at the Bureau of Plant Industry. Her legacy serves as a powerful reminder that every task—no matter how big or small—is important and contributes to the larger goal of serving the nation.

On January 23, the meeting focused on developing and reviewing templates for detailed engineering designs, cost estimates, scope of works, and certificates of completion, presented by Engr. Ronald John A. Dacillo. Engr. Melvin L. Vista and Engr. Ronald John A. Dacillo also introduced basic structural and electrical plans, inspection reporting for billing, and special concerns regarding ongoing projects, including extension requests and computation of liquidated damages. The session concluded with an open forum to address remaining concerns, ensuring all participants had a clear understanding of the processes.
