The Department of Agriculture-Bureau of Plant Industry (DA-BPI) achieved another significant milestone during the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) Exit Conference held today, May 7, 2026, at the BPI office in Malate, Manila, and via online platforms.
The bureau officially received a positive recommendation from the Civil Service Commission (CSC) Assessment Team following a thorough evaluation conducted from May 5 to 7, 2026. According to the team, BPI achieved a 100% Proficiency rating across all HRM core areas, including Recruitment, Selection, and Placement; Learning and Development; Performance Management; and Rewards and Recognition.
The assessment primarily focused on ensuring that the agency’s Human Resource Management (HRM) systems maintain standard and organized processes. Based on the evidence requirements presented and the data gathered during the interviews, it generally meets all the indicators under the PRIME-HRM Maturity Level II. The team confirmed that BPI “generally meets all indicators” required for Maturity Level 2 (Process-Defined HRM).
This recognition marks a vital step forward in the bureau’s commitment to elevating personnel management standards and delivering honest, efficient, and high-quality service to the Philippine agricultural sector.
